34 Code of Practice for Council Members 26 4.8.11. Principles of Openness and Transparency in the Operation of the Council The general principle applies that students, alumni and staff of the University should have appropriate access to information about the proceedings of the Council. The University’s Annual Report and audited financial statements are made widely available outside the University, and always welcome the comments on the University from the public, or the local community. 4.8.12. Review the Effectiveness of the Council The Council needs to adopt an approach of continuous improvement to governance, in order to enhance its own effectiveness and provide an example to the University about the importance of review and evaluation. Accordingly, the Council should conduct a regular, full and robust review of its effectiveness and that of its committees, the starting point for which should be an assessment against this Code and the statutory responsibilities alongside those which it has assumed and articulated independently. 4.8.13. Compliance Council members should understand and comply with this Code when performing duties of the Council. They should adhere to the spirit and the letter of any rules or orders made for the Council’s practices and procedures or for members’ behaviour in relation to the business of the Council. Council members should comply with all local laws and regulations when conducting the Council’s business, and also those in other jurisdictions, when conducting business there. In case of suspected corruption or other criminal offences, a report will be made to the ICAC or the appropriate law enforcement agencies.
