譚述森，衛星導航系統總體設計專家，中國工程院院士。長期從事大地測繪裝備與衛星導航工程建設和應用研究，歷任北斗一號應用系統總師、北斗二號工程副總師、中國第二代衛星導航系統重大專項工程副總師，是我國衛星導航事業的主要開拓者和建設者。負責主持北斗系統新型信號體制設計、定位報告體制設計、頻率設計與國際協調等頂層工作，為我國衛星導航事業的建立和發展作出了突出貢獻。出版學術專著兩部。先後獲國家科技進步特等獎1項、一等獎1項、二等獎1項，省部級科技進步一等獎4項。2007年榮立個人一等功，2014年被評為「十佳全國優秀科技工作者」。

Prof. Tan Shusen from the Division of Civil, Hydraulic Engineering and Architecture and Water Conservancy is an expert of Satellite and Navigation System. Prof. Tan is an expert in construction of geodetic surveys and satellite navigation projects and the main pioneers and builders of the Satellite and Navigation System in China.
