Synopsis

Climate change presents one of the great challenges for this generation and is a top policy priority for the British government. In an era of globalisation it is, by definition, one of the most truly global of issues. We recognise that industrialised countries need to take a lead on this, but if the global effort is to be successful, the full participation of the major emerging economies - including China - is crucial. There are significant costs to tackling climate change. But the costs of not tackling it will be far higher for our economies and for our security. We need to move, globally, to a low carbon economy. This shift will create major new economic and business opportunities ¡V the scale of which is only now becoming clearer.
