Policy Research @ HKIAPS launched its Bay Area Experience Webinar Series on 17 December 2021 with the topic of “Research and Innovation Outlook in Greater Bay Area”. In this webinar, Prof. K. F. Wong, Dr H. Q. Lin, and Prof. L. Qin shared their experiences and views on the roles of Hong Kong’s universities, researchers, and the innovation and technology (IT) industry under the new economic and social landscape. Cooperation among cities in the Greater Bay Area (GBA), and the opportunities and challenges arising from rapid integration between Hong Kong and the GBA were also discussed.

Prof. Wong’s presentation highlighted the implementation of the 2021 HKSAR Policy Address in the GBA. He introduced different forms of IT development in the districts of the GBA, including artificial intelligence, medical and health technology, smart cities, and financial technology. He proposed that Hong Kong could play a core role as an international research centre and talent hub for the GBA, given the professional training provided by the world-class tertiary institutions in Hong Kong. He also suggested that Hong Kong could function as the dominant gateway between China (especially the GBA) and other countries, and as a global hub for the offshore renminbi business.

Dr Lin shared his views on cross-border research and innovation activities in Hong Kong and Shenzhen using the example of the CUHK Shenzhen Research Institute (SZRI), the main activities of which include research, industrial collaboration, nurturing of talents, and innovation and entrepreneurship. The SZRI also provides support for researchers through enhanced communication with relevant stakeholders, as well as interactions with related platforms, associations, and partners of the University.

Prof. Qin introduced the mission, activities, development, and technology cooperation efforts of the Hong Kong-Shenzhen Innovation and Technology Institute (Futian) (FITRI), the most recent CUHK site in the Lok Ma Chau Loop. He further discussed the opportunities, challenges, and potential solutions in the registration of Innovative Medical Devices and implants, with a comparison of registration procedures and regulations between Hong Kong and Mainland China (particularly in the GBA). To address the long-term and sustainable development of GBA research institutes like FITRI, he suggested potential solutions including the model of “Block Funding”, promoting an open and integrative culture, adapting policy and management systems, as well as targeted approaches in recruiting and retaining talents.
