ECPR Standing Group on Regulatory Governance


With strong support from the ECPR Standing Group on Regulatory Governance, The Chinese University of Hong Kong introduced this conference series on regulatory regimes in Asia as an initial step to globalizing research on regulatory governance. This conference features key stakeholders debating issues on regulation and compliance that have a profound impact in a globalizing setting.

More than 200 delegates from 31 countries and regions attended the three-day conference. Prof. Rocky Tuan, Vice-Chancellor of CUHK, delivered speeches of welcome and Dr Chi-kwong Law, Secretary for Labour and Welfare of the HKSAR Government, officiated at the conference.

Prof. Colin Scott, Convenor of the ECPR Standing Group on Regulatory Governance, delivered the keynote speech on mega-regulation, meta-regulation, and the autonomy of the globalized higher education sector. A roundtable discussion on governance and think tanks in Hong Kong was also conducted. Representatives of major think tanks in Hong Kong were invited and the comprehensive discussion was moderated by Mr Jasper Tsang, Convenor of Hong Kong Vision. Speakers talked about their recent work in engaging the government and the public on regulatory governance, and the results of this work, and explored the ways in which advocates can be better heard.

Fifty-three thematic panels were held in eight different sections in the conference. The topics included, but were not limited to, the following: regulatory governance in emerging sectors, global and regional regulatory governance, innovations and value creation in regulatory governance, trends and emerging issues in regulation and compliance, and regulatory challenges for the Global South.

An editors’ forum was held on the last day of the conference. Four editors of top-ranked academic journals in the field of regulatory governance, namely Regulation & Governance, Public Administration, Law & Policy, and Public Policy and Administration, were invited. They introduced their journals and shared their experiences and tips on publishing articles in high-impact journals. After the editors’ forum, the closing remarks were delivered by Prof. Fanny M. Cheung and Prof. Carlos W. H. Lo, the Co-Chairs of the conference.

The conference ended with a farewell cruise reception at Victoria Harbour.
