Biography

Mr. Kenneth Chen is currently the Vice-President (Administration) at The Chinese University of Hong Kong. Prior to joining CUHK, Mr. Chen was Secretary General of the Legislative Council Secretariat from 2012 to 2024. As Secretary General, he was the Legislative Council President's chief procedural adviser and the chief executive of the Secretariat. Before heading the Legislative Council Secretariat, Mr. Chen was Under Secretary for Education of the Hong Kong Special Administrative Region Government from 2008 to 2012.

Mr. Chen graduated from Princeton University with high honours in Electrical Engineering and Computer Science in 1987. He obtained a master's degree in Applied Mathematics from Harvard University in 1988 and a master's degree in Business Administration from the Wharton School of the University of Pennsylvania in 1992.

Mr. Chen has had a professional background in business before entering politics. He has been a management consultant, a private equity investment manager and a senior business executive.

Mr. Chen has been actively engaged in public and community service. He is currently the President of the Hong Kong Federation of Youth Groups. He also served as a Part-Time Member of the Central Policy Unit as well as a Member of the Advisory Committee on Teacher Education and Qualifications of the Education Bureau of the HKSAR Government.
